All teaching activities will be held in Croatian. However, foreign students in mixed groups will have the opportunity to attend additional office hours with the lecturer and teaching assistants in English to help master the course materials. Additionally, the lecturer will refer foreign students to the corresponding literature in English, as well as give them the possibility of taking the associated exams in English.

COURSE AIMS AND OBJECTIVES:
By attending this course every teacher will gain insight into the existing theory and the Croatian, European and world practice in order to achieve the realization of educational tasks.Every teacher will be qualified for solving a number of problems which teachers encounter during the educational process. They will also be able to professionally develop from various points of view. We are talking about professional-expert competences, educational competences, speaking-linguistic competences and the ability to develop one's own efficiency in the teachig process and in the educational system in the broadest sense.

COURSE DESCRIPTION AND SYLLABUS:
The open systems aproach to the educational system. What is a system? The educational system as an open social subsystem. The elements of the educational system: entrances into the system, the educational organisation, exits from the system and the recurring connection. The subject of science regarding the educational systems: discovering legaliy and the pattern of achieving the goals of education.The goals of education: cultural, social, ecomic, being capable of self-realization in regards to the goals of individuals, economy (companies) and states. Entering the educational organisation and system: financial and nonfinancial; the organizational processes in schools: teaching, relations within the school, school management and school system management ( centralized and decentralized). The structure of the educational system towards the international standard classification (ISCED, 1997).Interactive, interdisciplinary and international approaches to the educational system.The dominant structure of educational systems in Europe and in Croatia.The structural differences between European and Croatian education. The educational reform. Why and when will the refom start? How is it planned?
Teacher and student's general, professional or expert educational culture. Historical, traditional, cultural, linguistic and social assumptions of development and particularities: what brings us closer and what separates us from educational systems.Communication and socialization - how to acquire and develop them.Rhetorical art, eloquence, the terminology qualification of teachers. Intercultural education - world aspects.
Primary and Secondary School Systems: current situation, particularities, needs, development. Legislative aspects of the educational system in The Republic of Croatia; Management, administration the financing of educational sytems (Who? How?); Degree-granting educational system; Legislative aspects of the educational system in The Republic of Croatia; Management, regulation , observing and financing this part of the educational system; Permanent, life-long education: Needs, trends, perspectives, results in practice.
Public (state) and private education - meaning, importance and comparative advantages. Public and private degree-granting system in The Republic of Croatia; Public and private degree-granting system in Europe (certain chosen countries); Public and private degree-granting system in the USA (certain chosen faculties and studies).
Applicability of the educational results- outcomes. Education and (the appropriate) employing of teachers; The curret situation in Croatia: practical needs, necessary adjustments of the educational studies and systems according to the needs, result analysis after education: educational psychology, sociology, pedagogy, didactics, the development of communication skills, employing according to needs and education, Situation in other countries.
Human Resources in education. Teachers- valuable resources: what do they get: status, responsibility,obligations, stimulation(?),...; what do they offer: knowledge, energy, emotions,time, effort,... Question of coordination - standardizing, the adequacy of taking and giving; Realization of educational tasks - particularities of the teaching profession; Realization of the educational programme; Influence on development: educational, ideological, creative, social, moral; Emotional and social intelligence - how to develop and apply them; Encouraging professional development-perfecting one's own; Motivation-psychological basis: I will and can advance; Education-pleasure or pressure; Development of analytical thinking; Causality - the basis of science and comparative analysis of the educational and social system.
Educational studies and professional development in Europe and in the world. Social knowledge - starting point and goal of development, Teacher and educational competences, Adjustment of the educational system to the teacher (teacher training), Enrolment criteria for the teacher studies, Criteria for the choice of teachers - evaluation and assessment, Efficiency and evaluation of the quality of the study through the quality of the teacher.

) each students has to regularly attend classes, find additional information regarding a certain educational system and its characteristics and present it in public. This is the prerequisite to take the final oral exam.
